Conference Chair - Allison Filas, PE
Allison Filas has over 17 years of experience in geotechnical construction and is Chief Estimator at Underpinning and Foundation Skanska, based in Maspeth, NY. In her role, Allison leads the development of cost estimates, technical proposals, and bid strategies for complex geotechnical construction projects. With a practical understanding of both estimating and field operations, Allison focuses on developing solutions that balance safety, constructability, schedule, risk, and cost. She currently serves as ADSC Northeast Chapter President, is a past Chair of the ASCE Met Section Geo-Institute Committee and is active in DFI's Women in Deep Foundations Committee (WIDF) and the Skanska Women's Network (SWN).
Co-Technical Chair - Aaron S. Budge, Ph.D., P.E., BC.GE
Aaron S. Budge, Ph.D., P.E., BC.GE is an administrator at Minnesota State University, Mankato and served as a long-time member of the Civil Engineering program at Minnesota State Mankato prior to his leadership roles. He has been teaching Geotechnical Engineering courses and ASCE workshops, including Foundation Design, for over 20 years.
During his academic pursuits at Utah State University, Dr. Budge worked with the Utah Department of Transportation, including a project involving instrumentation and modeling associated with the I-15 reconstruction in Salt Lake City prior to the 2002 Winter Olympics. Since moving to Minnesota, he has been involved with a number of projects with the Minnesota Department of Transportation (MnDOT). Such projects include developing and implementing a pile driving formula appropriate to MnDOT practice; implementing a Static Load Testing program (MnPILE) for driven pile foundations; a number of deep foundation instrumentation projects at sites where negative skin friction (dragload) was anticipated; and a recent NCHRP collaboration with the University of Arkansas and Oregon State University to propose revisions to the AASHTO design code relative to the dragload phenomenon.
Aaron served as an instructor and field demonstrator for several years at the PDCA-sponsored Professors Driven Piling Institute when hosted at Utah State University. Dr. Budge served for a number of years as the faculty advisor for the ASCE Student Chapter at Minnesota State University and is a past Chair of the Engineering Geology and Site Characterization technical committee of the ASCE Geo Institute. He currently serves on the PDCA Technical Committee.
Co-Technical Chair - Andy Boeckmann, Ph.D., P.E.
Andy Boeckmann is a senior engineer with Dan Brown and Associates. Andy primarily works on geotechnical design for large bridge projects, but he also performs specialty services including drilled shaft mass concrete, foundation acceptance, and geotechnical research. Andy is the chair of DFI's Foundation Reuse Committee and a member of the EFFC/DFI Tremie Concrete Task Group. He splits time between Chicago and St. Louis.
